On January 21, 2025, the coordinator of the human rights coordinator of the East SOS Charity Foundation, Yuliia Matviichuk, participated in the briefing “13 Priority Steps of the State in the Field of Human Rights Protection in the Context of Armed Aggression against Ukraine in 2025.”

Yuliia focused on the evacuation of people in need of inpatient care and the lack of a state strategy to support people living in temporarily occupied territories.

According to human rights specialist, the state needs to find a temporary solution for the placement of a large number of people in need of inpatient care and urgent evacuation from frontline territories.

“Charitable foundations and public organizations are running out of resources to find places for accommodation. Currently, the search is still ongoing by telephone. Charitable organizations that provide accommodation call the regions and look for places for accommodation. For now, all regions respond that places in institutions have run out or are running out. People have to wait for someone to die to get a place. This means that a large number of evacuees live in transit centers, and there is already a queue for evacuation of people who need such accommodation,” the specialist outlined the situation.

During the event, the Coalition of Organizations Concerned with the Protection of the Rights of Victims of Armed Aggression against Ukraine published a consolidated position on the state’s priority steps to protect human rights in 2025. Its implementation will ensure a consistent policy toward victims, promote justice, and ensure predictability of the state’s actions.
