East SOS Presents Report on Violations of International Humanitarian Law in Education in Ukraine (February 2022–May 2025)

Support for War-Affected Vulnerable Groups and Residents of Remote Areas of Ukraine

 The report is based on 162 in-depth interviews with teachers, school principals, parents, children, and psychologists from Ukraine’s temporarily occupied territories and frontline regions.

This report documents the following:

• deliberate attacks on schools and other educational institutions as civilian infrastructure, resulting in the deaths and injuries of children and educators;

• the use of schools by russian forces for military purposes, including the deployment of military equipment, the establishment of headquarters there, and the unlawful detention of civilians;

• the persecution and torture of Ukrainian teachers, unlawful detention, and so-called “filtration” procedures;

• the imposition of russian educational standards, the prohibition of the Ukrainian language and Ukrainian history, and the ideological indoctrination of children;

• the militarization of education and the forced involvement of schoolchildren in paramilitary organizations such as Yunarmiya;

• the disguised deportation of Ukrainian children under the cover of “evacuation,” along with attempts to erase or change their identity;

• a separate section examining the impact of these crimes on children’s mental and physical health, including long-term trauma, fear, and the loss of any sense of safety.
