Coalition of Human Rights Organizations Calls on the New Government to Designate Ministries Responsible for Policies on War-Affected Population
Representatives of the Coalition of organizations working to protect the rights of those affected by armed aggression against Ukraine – including East SOS – call on the Prime Minister of Ukraine to designate, within the newly formed Government, the ministries responsible for shaping a comprehensive policy for war-affected population, as well as policies on transitional justice and evacuation.
Following the appointment of the new Government on July 16, 2026, the distribution of responsibilities among ministries has become an urgent and critically important issue. The Coalition of human rights organizations emphasizes the need to:
• shape a comprehensive policy for people affected by russia’s aggression and the temporary occupation. This requires designating an authorized executive body and ensuring equitable support for the more than 13 categories of affected people currently recognized;
• designate a body responsible for shaping transitional justice policy to ensure a consistent and sustainable approach to addressing the consequences of the armed aggression against Ukraine;
• designate a body responsible for civilian evacuation, as well as for coordinating evacuees’ onward relocation and ensuring continued support following evacuation.

On July 16, the Coalition of Human Rights Organizations called for responsibility for policy concerning internally displaced persons to remain within the mandate of the Ministry of Social Policy.
