Coalition of Human Rights Organizations Calls for IDP Policy to Remain Within the Mandate of the Ministry of Social Policy

The Coalition of organizations working to protect the rights of those affected by armed aggression against Ukraine – including East SOS – has opposed the proposed transfer of responsibility for shaping the policy on internal displacement from the Ministry of Social Policy, Family and Unity to the Ministry of Veterans Affairs of Ukraine.

Following the Government’s resignation on July 15, 2026, media reports indicated that responsibility for shaping and coordinating the state policy on internal displacement may be transferred from the Ministry of Social Policy, Family and Unity of Ukraine to the Ministry of Veterans Affairs of Ukraine.

We believe that such a decision fails to take into account the negative experience of merging the Ministry of Temporarily Occupied Territories and IDPs with the Ministry of Veterans Affairs in 2019 and may weaken the state’s ability to effectively protect the rights of both internally displaced persons and veterans.
