Starting August 1, certain changes in payments for internally displaced persons (IDPs) came into effect. Yaroslav Taranets, Senior Lawyer at East SOS, explained the updates and specifics of receiving this assistance on Radio Kyiv – 98 FM.

“The changes and restrictions that some media outlets are reporting were actually introduced back in 2023–2024. They apply to individuals who have more than UAH 100,000 in their bank accounts. If a person purchases foreign currency or precious metals for the same amount, then they are not eligible for payments,” the lawyer clarified.

The latest updates concern the Pension Fund of Ukraine, which is now authorized to accept applications for payments, make payments, and administer other types of social assistance provided by law.

An expert explains that if a person stays abroad for more than 90 days, the state may classify them as a permanent resident and revoke their IDP certificate. However, there are several exceptions, including official business trips, internships, and medical treatment (for oneself or a child).

Currently, the accommodation allowance amounts to:

  • UAH 3,000 – for children and people with disabilities;
  • UAH 2,000 – for all others.

According to Yaroslav Taranets, IDPs may lose their right to receive the living allowance in the following cases:

  • staying abroad for more than 30 days without a valid reason (unless supported by medical, business, or study certificates);
  • purchasing real estate worth more than UAH 100,000;
  • purchasing a new vehicle less than 5 years old;
  • owning housing in a conditionally safe area;
  • purchasing foreign currency or precious metals worth more than UAH 100,000;
  • having a bank deposit exceeding UAH 100,000.

“If a person does not fall under any of these restrictions but still does not receive the payment, we strongly recommend contacting qualified specialists, including our experts,” the lawyer emphasized.
