Independent Public Monitoring of the Reconstruction Processes of Social Infrastructure in the Kherson and Mykolaiv Regions

The East SOS monitoring team visited the radiation shelter at the Kobleve Lyceum, which spans 2.4034 hectares. The facility is designed to accommodate 390 students and staff members of the educational institution.

Reconstruction work began on October 10, 2023, and was completed on June 18, 2024. The total project cost amounted to UAH 36,053,250, which was fully allocated.

The shelter is equipped with areas for storing food and water supplies, bathrooms, a sanitary station, a storage room for contaminated clothing, technical facilities, and other essential infrastructure.

Barrier-Free Accessibility

The shelter complies with the barrier-free requirements outlined in the State Building Standards (SBS). The project was designed to meet the needs of individuals with limited mobility, including persons with disabilities. Key accessibility features include:

  • installation of ramps and lifts;
  • visual and tactile navigation aids;
  • accessible sanitary and hygiene facilities;
  • convenient movement pathways and maneuvering space;
  • doorways with a minimum width of 0.9 meters;
  • handrails along evacuation corridors at a height of 0.9 meters.

Energy Efficiency

The structure complies with the State Building Standards, which are mandatory for civil defense facilities. Key energy-efficient features include:

  • installation of a 50 kW generator as a backup power source;
  • high-quality thermal insulation of the exterior walls, roof, and floor to ensure a stable indoor climate year-round;
  • use of modern energy-efficient systems for heating, ventilation, air conditioning, and hot water supply;
  • integration of automation and control systems;
  • the building’s energy efficiency class is not lower than Class C.

This monitoring activity is part of the project “Independent Public Monitoring of Social Infrastructure Reconstruction in the Kherson and Mykolaiv Regions”, supported by the European Union in Ukraine. The project is implemented by the Institute for Economic Research and Policy Consulting (IER), the Centre for Economic Strategy, and the NGO Technology of Progress within the framework of the “Controlling Recovery Costs” initiative.

Recently, East SOS conducted a monitoring visit to assess the renovation of the Barvinok kindergarten, which was damaged during the war.
