New Rules Could Jeopardize IDPs’ Access to State Support: Coalition of Human Rights Organization Appeals to Ukraine’s Prime Minister
On October 22, the revised version of Ukraine’s Law “On Ensuring the Rights and Freedoms of Internally Displaced Persons” enters into force. It introduces numerous changes that government systems and the regulatory framework are largely unprepared for. Unfortunately, this could lead to problems with IDP registration, delays in payments, and restrictions on access to housing and other support for thousands of people who have been forced to relocate to other regions due to war.
The Coalition of organizations working to protect the rights of those affected by armed aggression against Ukraine – including East SOS – is calling on the Cabinet of Ministers of Ukraine to prevent it and urgently ensure continuity in IDP registration and uninterrupted access to state support.
The most dangerous consequence of this poorly managed transition to the new rules could be further displacement or forced return to settlements where fighting and shelling are ongoing, or to temporarily occupied territories.
