Monitoring Report “Life Near the Front Line: Emergencies, Adaptation, and Humanitarian Needs”

In May 2024, the Charity Foundation “East-SOS” conducted an international monitoring mission to the frontline territories of Zaporizhzhia, Donetsk, and Kharkiv Oblasts. The visited communities live under the constant risk of deteriorating security situation, with people suffering from hostile attacks by the russian federation and lack of access to basic facilities.

The report provides an overview of the security situation, evacuation and accommodation, individual and institutional adaptation strategies, the challenges of rebuilding destroyed housing, as well as the deployment of temporarily displaced communities and institutions. In addition, the team has prepared detailed recommendations to help effectively change the realities of frontline residents for the better.

‘Every six months, the Foundation releases to the public the results of its monitoring initiatives, with the main goal of not only conveying information about the course and consequences of the full-scale war, but also influencing the humanitarian response to assist those affected. We call for adherence to the principles and rules of localizing international humanitarian aid, which should be channeled to Ukrainian humanitarian organizations working in close proximity to the scene of events and have proven their effectiveness in responding to emergencies caused by the escalation of hostilities,’ commented Yuliia Krasilnykova, Executive Director of the CF “East-SOS”.

The monitoring mission was organized and conducted by the CF “East-SOS” as part of the project “Support for vulnerable and hard-to-reach groups in war-affected Ukraine” with the financial support from the European Union. The contents of the report are the sole responsibility of the CF “East-SOS” and do not necessarily reflect the standpoint of the EU.

As a reminder, at the end of October 2023, the Foundation’s team undertook an international monitoring trip and visited 66 de-occupied settlements in Kherson, Mykolaiv, Donetsk and Kharkiv regions.
