In February 2026, monthly assistance for children from internally displaced families was expected to be renewed in Ukraine.

As of mid-March 2026, payments have not been resumed due to delays in the adoption of the necessary regulatory documents. However, it is expected that the proper decree will be passed in the near future.

Oleh Bordiuh, Senior Lawyer in the Legal Protection Department at East SOS, provides an explanation:
If a child is born in government-controlled territory to parents who are registered as IDPs, that child has the legal right to receive residence assistance.

If the parents return to their previous place of residence, the payments will be discontinued. An exception is made if their housing has been destroyed or damaged to the extent that it is unfit for habitation.

If the housing is unfit for habitation, the family may secure alternative housing within the same settlement, and their residence assistance for IDPs will continue. It is important to note that IDPs must notify the social protection department of any change in their actual place of residence within 10 days.

What are the necessary steps to apply for an IDP certificate for a child offline?

To apply, please submit a proper registration application to an Administrative Service Center (CNAP), the social protection department of a raion, including Kyiv city raion, or the executive body of a local raion council or city raion council.

The IDP certificate and the registration application for a newborn must state the last declared or registered place of residence of both parents or one of the parents.

What are the necessary steps to apply for an IDP certificate for a child online?

To apply, please submit an application via the Diia Unified State Web Portal of Electronic Services.

The application must include the following information:

  • Full Name (Last name, first name, and patronymic);
  • Citizenship;
  • Date and Place of Birth;
  • Gender;
  • Residential Details (Both registered and actual place of residence);
  • Birth Certificate Details (Series and number);
  • registration number of the taxpayer’s registration card (RNOKPP).

Is it required to provide a registration number of the taxpayer’s registration card (RNOKPP) for a newborn in an IDP family?

Yes, it is required.
Since 2025, the residence assistance has been assigned and paid by the Pension Fund of Ukraine. Without a registration number of the taxpayer’s registration card (RNOKPP) for the newborn, it is impossible to receive this assistance.

How do I apply for (or restore) a registration number of the taxpayer’s registration card (RNOKPP)?

Please apply to the nearest office of the State Tax Service of Ukraine.

You will need the following documents:

  • a passport or temporary ID of a citizen of Ukraine;
  • an extract from the territorial hromada register or a certificate from the State Demographic Register confirming registered place of residence;
  • an application form (to be filled out on site).

To apply for assistance for a newborn child, the applicant (one of the parents) must provide:

  • a passport;
  • a registration number of the taxpayer’s registration card (RNOKPP);
  • an IDP registration certificate;
  • a document confirming the registered place of residence;
  • the child’s birth certificate showing the applicant as one of the parents;
  • the newborn child’s a registration number of the taxpayer’s registration card (RNOKPP).

Other Payments and Benefits

Internally Displaced Persons are eligible for the full range of legal benefits available to specific groups of citizens under national law.

“For example, if a newborn child with IDP status is being raised by a single parent, the child is eligible for state social assistance for families with children. If a child is born into a family with 3 or more children, that child is eligible for the benefits provided to such families under Article 13 of the Law of Ukraine On the Protection of Childhood, among others,” Oleh Bordiuh explains.
