On February 13, the East SOS Charity Foundation presented its analytical report, “Violations of International Humanitarian Law in the Field of Education in Ukraine (February 2022 – May 2025),” at Ukrinform.

The report is based on 162 in-depth interviews with teachers, school administrators, parents, children, and psychologists. It documents the militarization of the education system in temporarily occupied territories, persecution for attending Ukrainian schools, the covert deportation of children, and the use of civilian infrastructure — primarily educational institutions — as military assets. These include the placement of heavy equipment in schoolyards, the use of classrooms as command posts, and the conversion of schools into sites for the unlawful detention of civilians.

The collected materials are planned to be submitted to law enforcement agencies as evidence of war crimes against the civilian population.

The speakers at the presentation of the analytical report included:

  • Nazarii Lutsenko, Documentation Analyst at East SOS;
  • Mykhailo Katralieiev, respondent from Rubizhne (online);
  • Ivan Metrovych, respondent from the Luhansk region (online);
  • Yuliia Kishenko, Human Rights Defender and Education Program Manager at East SOS;
  • Tetiana Horodenska, Head of the Division for Citizens’ Rights in Temporarily Occupied Territories, Department for Monitoring the Observance of the Rights of Citizens Affected by Armed Aggression against Ukraine, Secretariat of the Ukrainian Parliament Commissioner for Human Rights;
  • Yuliia Usenko, Head of the Division for Oversight of Compliance with Laws in Criminal Proceedings, Department for the Protection of Children’s Interests and Counteraction to Domestic Violence, Office of the Prosecutor General.

    Moderator: Ruslana Brianska, CEO of Hromadske Radio.

Kateryna Dorosh, War Crimes Documentation Coordinator at East SOS, delivered the opening remarks at the presentation of the report.

During the event, East SOS shared the findings of its research on violations of children’s rights in temporarily occupied territories, providing a detailed account of the foundation’s work to document war crimes and support affected children.
