East SOS Monitors Implementation of Cabinet of Ministers of Ukraine Resolution No. 888 in Inpatient Care and Supported Living Homes Across 12 Oblasts of Ukraine
From March to May 2026, the East SOS team, together with partners from the Rokada CF, has been monitoring the experimental project of the Ministry of Social Policy, Family, and Unity of Ukraine “Money Follows the Person.” The project is carried out in accordance with Cabinet of Ministers Resolution No. 888, dated August 6, 2024.
The program funds social services in residential (inpatient) care and supported living homes for older adults and people with disabilities who were forced to leave their homes because of the war.
Our team conducted monitoring in 12 oblasts: Kharkiv, Mykolaiv, Poltava, Zaporizhzhia, Dnipropetrovsk, Kherson, Odesa, Cherkasy, Vinnytsia, Sumy, Kirovohrad, and Zakarpattia.
“We monitored facilities that already receive funding under Resolution No. 888, as well as those that could potentially participate but, for various reasons, do not meet certain requirements. It is important for us to understand what prevents them from joining the program. At the same time, we evaluated not only formal criteria but above all the experience of the people: whether they receive proper care, whether their needs are taken into account, and whether dignified living conditions are being provided. This allows us to see the real picture – what works and where improvements are needed. After monitoring, a detailed analysis and public report will be prepared,” said Dmytro Kobzar, Team Lead of Monitoring and Evaluation at East SOS.
East SOS systematically tracks the project’s progress and advocates for easing excessive requirements for state funding, given the intensity of evacuation. As a result, amendments have already been approved, allowing older people and persons with physical and/or sensory impairments of Group IV mobility to access services. This has effectively enabled our evacuees to settle in homes receiving funding under the project.
The team is also working on creating such homes. In the village of Probizhna, Ternopil Oblast, we renovated the food block and delivered equipment. We carried out a full renovation and equipped a residential care home in the village of Kolyndiany, which later qualified for project funding to accommodate evacuees.
In the residential home in Medvyn, Kyiv Oblast, we partially renovated the building, installed an external lift, and delivered construction materials and equipment, improving the living conditions for residents. Similar projects are currently being implemented in the cities of Radekhiv, Lviv Oblast, and Zinkiv, Poltava Oblast.
