In Ukraine, the Ministry of Social Policy, Family, and Unity has developed a mechanism for the temporary placement of evacuees who are unable to live independently and require constant care in medical facilities.

In March, through coordinated efforts between East SOS, the Department of Social Protection of the Population of the Donetsk region, and the Ministry of Social Policy, Family, and Unity of Ukraine, 16 elderly people and persons with disabilities were referred to the Mizhhiria District Hospital (Zakarpattia region) and the Zolotnykiv Hospital (Ternopil region).

Both facilities are accredited to provide long-term nursing care services for up to 60 days. This includes comprehensive support, such as daily care, accommodation and meals, psychological assistance, and social services. Following this period, a social worker assigned to each facility supports evacuees in finding permanent housing solutions.

The evacuees aged 60 to 85 were rescued from Druzhkivka, Sloviansk, Krasnyi Lyman, Hryhorivka, Mykolaivka, Siversk, and Starovarvarivka (Donetsk region), as well as Spivakivka (Kharkiv region). The evacuation was carried out by the White Angel police special unit, the State Emergency Service, and humanitarian organizations. The East SOS team further supported their relocation by assisting with transfers to the Social Adaptation Center for People with Disabilities operated by the NGO “Ocean of Good” in Dnipro.

Among those rescued is Vitalii, 60, who has visual and hearing impairments. In January, the East SOS team, together with a unit of the State Emergency Service, evacuated him from Druzhkivka. The oldest evacuee is 85-year-old Taisia from Sloviansk, who was also rescued by the foundation’s team. She remained in her home until the very last moment, despite the rapidly deteriorating security situation. Taisia lives with diabetes and relies on a cane for mobility.

Together with partner organizations, East SOS teams have already evacuated more than 97,000 people from frontline settlements, including over 16,000 individuals with limited mobility.

You can sign up for evacuation by calling the East SOS hotline, available Monday to Saturday (8 AM–6 PM): 0800 332 614
