East SOS Continues Providing Information and Developing Tailored Evacuation Plans for People in Frontline Areas: Results for May-June 2026

MESH: “Multisectoral Emergency Support for High-Severity Hromadas”

Information about organised evacuation and support after leaving remains insufficient in frontline hromadas.

During May-June 2026, the East SOS team provided 764 residents in 11 hromadas across Dnipropetrovsk, Zaporizhzhia and Donetsk oblasts with information about available evacuation options. The team also conducted a survey to better understand people’s concerns about evacuation.

Before meeting the Foundation’s team, 65% of the 281 people surveyed in the frontline hromadas we visited were unaware that organised evacuation was available.

In Dnipropetrovsk Oblast, meetings were held in the Shakhtarska, Bohynivska, Myrivska, Vasylkivska and Dubovykivska hromadas. In Zaporizhzhia Oblast, crews visited the Stepnenska, Mykhailo-Lukashivska, Pavlivska and Vilnianska hromadas. In Donetsk Oblast, we visited the Kramatorsk and Sloviansk hromadas.

During door-to-door visits, the East SOS specialists developed tailored evacuation plans for residents and answered their questions and concerns.

“Our survey showed that information about evacuation is disseminated through various channels – local authorities, civil society organisations, media, local chats and neighbours. But receiving information is one-way communication. Afterwards, people have dozens of questions: Where will I live after evacuation? How can I restore my documents? Who will help a person who requires ongoing care? Can I leave together with my pets? The answers to these questions often determine whether a person will decide to leave a dangerous area, but there is often simply no one to discuss them with,” said Dmytro Kobzar, Team Lead of the Monitoring and Evaluation Department at East SOS.

At the same time, not everyone has access even to basic information about evacuation. This is particularly true for people with disabilities, older people living alone and residents of remote settlements, where information does not always reach them. Yet these groups make up a significant proportion of the population that remains in frontline areas. That is why face-to-face meetings remain one of the most effective ways to help people plan their next steps and prepare for an evacuation in advance.

As a reminder, the East SOS team helps people leave dangerous areas and provides comprehensive support throughout the evacuation process. We assist families with children, people with disabilities, older people and pet owners. We provide support in finding accommodation, help restore lost documents and access social benefits, and provide psychological support.
