Roadmap of Draft Laws from the Coalition of Organizations Protecting the Rights of Victims of Armed Aggression Against Ukraine
The Coalition of Organizations Protecting the Rights of Victims of Armed Aggression Against Ukraine has developed a new roadmap of draft laws aimed at strengthening guarantees and protections for this group of people.
The document emphasizes that earlier legislative efforts were largely focused on urgent responses during times of crisis. Today, however, there is a pressing need for a more balanced approach—one that combines swift solutions with a long-term strategy to ensure systemic support for the affected population.
Based on the results of the analysis of draft laws and their adoption during the 13th session of the Verkhovna Rada of Ukraine, the Coalition of Organizations Protecting the Rights of Victims of Armed Aggression calls on Members of Parliament to:
- ensure the re-registration of draft laws concerning war victims that were withdrawn from consideration following the change of the Cabinet of Ministers of Ukraine;
- end the practice of violating procedures for the consideration of legislative initiatives;
- strengthen systematic parliamentary control over the implementation of legislative initiatives already adopted by the Verkhovna Rada of Ukraine.
Representatives of the Coalition note that during the 13th session, the Verkhovna Rada supported several important legislative initiatives at first reading. At the same time, certain bills were adopted despite the Coalition’s reservations. In particular, the organizations stress that before the Law “On Multiple Citizenship” enters into force, it is crucial to harmonize policies at both the parliamentary and governmental levels, taking into account the context and conditions of occupation. This will help prevent serious violations of rights and ensure balanced relations with residents of the temporarily occupied territories (TOT).
