Internally Displaced People need housing to integrate into new communities successfully. Therefore, we actively support the state in all actions to meet this need.

To do this, an expert from our team participated in a meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the protection of property and non-property rights of IDPs and other persons affected by the war and discussed the preparation for the second reading of draft law 11281. It proposes the creation of an interactive map of housing available for internally displaced persons. The public interactive map will be linked to state registers and databases. It will allow IDPs to choose an object where they want to live and submit an application to the system, and it will allow state authorities and local self-government bodies to attract funding from international organizations to bring these real estate objects into a habitable state.

The TSC’s task is to prepare the draft law for the second reading quickly so that it can be adopted as a whole at the beginning of autumn and people can use the system as soon as possible.

Yaroslav Taranets, our legal analyst of the East SOS advocacy department, positively evaluates the prepared document and believes that it can become an effective initiative capable of offering a comprehensive approach to solving the problem of protecting the housing rights of people affected by war.
