Monitoring report “Assessing the Landscape One Year After Liberation from Russian Occupation”

Support for War-Affected Vulnerable Groups and Residents of Remote Areas of Ukraine

At the end of October 2023, the team of the Charitable Foundation “East SOS” conducted an international monitoring mission and visited 66 de-occupied settlements in the Kherson, Mykolaiv, Donetsk, and Kharkiv regions.

Based on the results, the report provides information on:

  • the ongoing danger to which residents of frontline towns and villages are exposed as a result of active hostilities;
  • the process of humanitarian demining and mine risk;
  • the return of IDPs to their homes in frontline communities, including the return of families with children to the Kherson region;
  • destruction of civilian infrastructure;
  • reconstruction processes and obtaining financial compensation for damaged property;
  • the problem of unemployment among the working-age population. 

“What happens in the settlements after de-occupation? What is the reconstruction process like and what are the priority steps to be taken? The monitoring mission aimed to analyze the situation a year after the liberation. Following the results, we made recommendations aimed at restoring access to social services and providing psychological support to people returning to the liberated villages, effective support for agriculture and combating unemployment, restoring school education and protecting the rights of children and people with limited mobility,” said Yulia Krasilnykova, Executive Director of the Foundation.
