The “Actions Create Change” forum took place in Lutsk on September 19, 2024. Yulia Matviychuk, an East SOS Charitable Foundation specialist, also participated in the event. As the human rights coordinator, she discussed the need to create mechanisms that engage Ukrainians abroad in public discussions, intending to increase their interest in participating in the country’s national affairs and encouraging their return.

During the panel discussion, Yulia noted that people’s displacement poses serious challenges for the state. This involves not only adapting and integrating people within Ukraine but also maintaining social connections with those who were forced to leave the country. According to the East SOS Foundation representative, consolidating efforts is essential to ensuring the bond between citizens and the state remains strong.

“Ukrainians who left the country during the war remain its citizens. If we want people to return, they need to be actively involved in discussions about changes, even while living in other countries,” emphasized Yulia Matviychuk.

The event in Lutsk brought together around 100 participants who shared experiences and shaped a vision for systematically influencing sectoral reforms. The Volyn Institute of Law organized the meeting as part of the project “Strengthening Resilience and Enhancing Professional Capacity of Local Civil Society Institutions in the Territorial Communities of Volyn and Rivne Regions.”

Advocacy activities are carried out within the framework of the program “Support for War-Affected Vulnerable Populations and Residents of Remote Areas of Ukraine” and are implemented by the “East SOS” Charity Foundation with the financial support of the European Union.
