Security and Life Support for Civilians near the Line of Contact in Eastern Ukraine | CF «East SOS», картинка №1

A joint monitoring mission of Charitable Foundation Vostok-SOS, German organization DRA – Deutsch-Russischer Austausch e.V., Human Rights Center “Postup” (Правозахисний центр «Поступ») and independent human rights defenders paid a visit to government-controlled territories between December 16 and 22, 2018, with the aim of monitoring and describing the situation of civilians in the government-controlled districts of Luhansk and Donetsk regions near the line of contact. Some of those territories are located in the so-called “grey zone”, territory between the positions of the Ukrainian Armed Forces and pro-Russian armed groups in NGCA, as well as in areas, where military control is difficult to implement for the armed forces of the Joint Ukrainian Forces (JUFO) operation.

The report includes materials related to humanitarian situation in the East of Ukraine, security, situation at the crossing points (KPPP) between GCA and NGCA, infrastructure, impact of the armed conflict on the civil rights of local residents, and environment. A special attention was paid to the peculiarities and everyday work of civil-military administrations (CMA)

The visit was conducted within the framework of the project “Human Rights Monitoring in Eastern Ukraine”, implemented by DRA in cooperation with Charitable Foundation “Vostok-SOS”; it is based on the results of the international human rights mission in Donetsk and Luhansk areas under the government control.
