East SOS Monitoring Visit: How the Radekhiv Community Is Developing an Inpatient Social Care Facility for IDPs | CF «East SOS», картинка №1

The East SOS team consistently emphasizes the importance of a comprehensive evacuation approach. During the large-scale displacement of people from areas of active hostilities, the need for long-term accommodation has become particularly acute – especially for internally displaced persons with limited mobility.

That is why we support the development of social services in host communities, including residential (inpatient) care.

In November, the East SOS team conducted a monitoring visit to a facility in the Radekhiv territorial community in the Lviv region. Design work for the renovation is currently underway and is being implemented by East SOS. In the future, this facility will participate in a pilot project aimed at providing inpatient social services to older adults and people with disabilities who were forced to flee their homes because of the war. The project “Money Follows the Person” is being implemented in accordance with Resolution No. 888 of the Cabinet of Ministers of Ukraine.

During the visit, the team discussed the renovation plan and timeline with on-site specialists. We also met with representatives of the Department of Social Protection and the Deputy Mayor to review the criteria required for the facility to comply with the project’s standards and conditions.

Yaroslav Taranets, a Lawyer at East SOS, explains the importance of the initiative:

“The benefits of participating in this project are clear. The state funds the provision of inpatient social services and makes monthly payments to individuals who require them. No local budget resources are used, and beneficiaries pay directly for the services they receive from providers. This, along with other advantages, creates opportunities for developing social infrastructure for evacuees in host communities. Such a system clearly demonstrates freedom of choice for each person, which is a key principle of the social services reform currently being implemented in Ukraine.”

As part of the renovation, the facility is planned to accommodate 23 people with limited mobility. The total area of the premises exceeds 500 square meters, and a reconstruction project is currently under development.

The activity is carried out within the framework of the project “Comprehensive Support and Protection of Vulnerable Categories of Evacuees”, implemented by East SOS with the financial support of the Ukraine Humanitarian Fund (UHF).

Since January 2024, East SOS has restored 918 houses in the Donetsk region.
